The IMMIGRATION AND REFUGEE BOARD is the tribunal which makes judgements regarding asylum-seekers and refugee claimants.

The IRB website spell out the process of making a claim for refugee protection.

CITIZENSHIP AND IMMIGRATION CANADA is responsible for immigration to Canada, and for the two-pronged refugee system: sponsorship of overseas refugees, and asylum protection for refugees who make a claim in Canada.
