The elimination of the Head Tax "an act of justice" and "a cause for celebration"
News release: February 28, 2000
TORONTO - Today's announcement that the $975 Head Tax will be rescinded for refugees and loans excused is "great news," says Ahmed Hashi, coordinator of the Getting Landed Project. "We thank the government for listening to the stories of hardship caused by the ROLF (Right of Landing Fee) and for ending the tax for refugees. It is truly a cause for celebration.
"We are glad today to see the tax rescinded for refugees. It is an act of justice, and it was due. We offer congratulations to Immigration Minister Elinor Caplan and Finance Minister Paul Martin for their actions. This is a marvellous first step and we look to see the elimination of the ROLF for immigrants very soon.
"By eliminating the tax for refugees today, by announcing a refund to those who have already paid, and by saying that those who needed loans to pay the fee will have them excused, Minister Caplan has relieved a burden of debt and anxiety from the shoulders of vulnerable people who want nothing more than to build a new life in Canada," Hashi stated.
"She has shown real leadership," he said, "combining compassion and a willingness to listen with a willingness to act."
The Right of Landing Fee was created in 1995 as a deficit-cutting measure. Opposition to the $975 Head Tax imposed on all refugees and immigrants has been strong from the outset because of the burden it placed on newcomers to Canada, regardless of their ability to pay.
The news today is a great sign of hope in Canada's commitment to the displaced of the world, and of their treatment in Canada. It is also a sign of Canada's rededication to its international commitments regarding refugees. We are confident the minister will continue in this honourable direction on other issues affecting refugees and immigrants.
